Why is Comprehensive Land Use Planning (CLUP) crucial in the Philippines?

The preparation of a Comprehensive Land Use Plan (CLUP) is mandated by the Local Government Code of 1991 (Republic Act 7160, s. 1991). CLUP formulation is important for the management and development of land and other natural resources in a municipality or city. The plan serves as a guide for proper and appropriate use of lands within the LGU is in accordance with the natural and physical attributes of the locality and the existing regulations and policies of the country.

It follows a standard 12-year planning period. Newer policies, emphasize a 12-year cycle for better alignment with national development plans, with a mandatory midterm review in the sixth year, rather than the older 9 or 10-year cycles.

The day I joined.

The former GIS technician they had gave up on the remote project and reached out to me. I simply said yes without any experience, and I was learning QGIS in 2 months.

The setup was in remote fun at the beginning. Digitizing the parcel lot, looking for overlapping layers. Unique shapefiles were introduced to me, such as land zones, flood and land hazards, political boundaries, and much more.

The result

I delivered it smoothly, and my confidence grew big. I've never realized I can do things that are not my field. This led me to multiple local projects until I secured my first foreign contract. Honestly, I can give more during the process as I gain enough skills, but who knows? I was a beginner on that day.
