The Problem

Right now, the City Assessor's Office holds the official parcel map, but it is in 2D CAD format, which the GIS Team cannot directly use. The GIS Team has its own shapefiles, but the Assessor's Office does not accept them due to bearing accuracy. These two offices are working from different maps of the same city.

The result: delays in processing, inaccurate land area calculations, and no shared data between Tourism, Enterprise, Infrastructure, and Planning. During audits and presentations, the GIS Office takes the blame for data gaps it did not create.

The Daily Reality for the GIS Team

● The official parcel map is in CAD format. It has no attributes, no ownership data, no area values linked to parcels ● The GIS Team cannot use the CAD file directly. The conversion accuracy is very low due to Projection and Coordinate Reference System (CRS) errors ● The City Assessor and GIS Team maintain two separate, unsynchronized maps of the same city ● Tourism, Infrastructure, and other departments create their own maps independently and none connect to each other ● Land area calculations are manual and prone to error leading to each change requires reopening in AutoCAD ● During audits and presentations, the GIS Office is blamed for data gaps it did not create
